Three days after Hamas invaded Israel, one of its leaders, Khaled Mashal, issued a call for “financial jihad,” asking supporters across the globe to send money—which they did, and continue to do. Michael Jacobson and Matthew Levitt explain that much of those funds come from Europe, where governments are not doing nearly enough to stem the flow.
