How Stipends for Terrorists Enabled October 7

The long-term effects of pay for slay.

In recent years, the Palestinian Authority’s system of financial rewards for terrorism has received scrutiny not only from the U.S., but even from European governments. Known in the West as pay for slay, this policy involves stipends for the families of suicide bombers and others who are killed carrying out acts of terror, regular payments to those imprisoned by Israel for terrorism, and salaries or jobs (often sinecures) for former prisoners. The system is arranged so that remuneration is directly proportional to the severity of the offense.
