Neither the White House nor Congress has the right approach.

Democratic presidential candidates and potential candidates seem tempted to compete over who can go the farthest in disparaging Saudi Arabia. Congress, too, seems uncharacteristically united in its desire to punish the kingdom for its misbehavior.
