Parallel to the showdown in the Persian Gulf, negotiations have continued between Israel and Lebanon in Rome. The latest development is a reported agreement between the parties to invite Britain, Italy, Switzerland, and Indonesia to deploy troops to verify the disarmament of Hizballah in southern Lebanon. (It remains unclear if any of these countries have agreed to contribute their forces.) To Jonathan Spyer, the diplomatic process is hobbled by an underlying contradiction:
