Last Friday, the Israeli government, which collects taxes on behalf of the Palestinian Authority, declared that it will begin deducting from its transfers to the PA the salaries the latter pays to terrorists imprisoned by Israel. The U.S. Congress, meanwhile, is considering measures to prevent American aid to the Palestinians from being used for these purposes. Writing just before the former decision was made, Evelyn Gordon explains why both measures matter:
