Yesterday, Iran struck Qatar’s Ras Laffan natural-gas refinery, causing what officials there term “extensive damage.” Doha, which for many years has tried to play both sides of the U.S.-Iran conflict, has responded with fierce condemnation, even taking the unusual step of expelling Iranian diplomats.
