One chapter of the War on Terror will come to a close on September 30, by which date the last remaining American troops are supposed to withdraw from Iraq. They will leave the country in a situation very much like that of Lebanon, with powerful Iran-backed militias able to exert influence over the government and to intimidate the regular army.
