But that’s only a start.
Among the paradoxes that emerge from Qatar’s policy of diplomatic ambiguity is that it is simultaneously the Arab state closest with Israel’s enemies (Hamas and Iran in particular), the one that does the most to export hostility toward Israel, and among those with the closest sub-rosa ties to Jerusalem. Those ties have reportedly taken a hit when the Israeli government voided all deals to sell air defenses to Doha. The move represents security officials’ somewhat belated recognition that the emirate is “a bad actor operating against the state of Israel.” Ariel Admoni explains:
