Negotiating with Terrorists Can Be Good Policy—but Only after They Have Been Defeated

Jared Kushner has set a dangerous precedent.

During his last trip to the Middle East, the U.S. envoy Jared Kushner met with the head of Hamas. This wasn’t the first time: Kushner did so in October 2025 as well. Such high-level meetings are ipso facto a concession to the jihadist group, rewarding it with legitimacy—and setting a terrible precedent. But, while the October meeting was indeed precedent-setting, it follows in a long history of American leaders having ill-considered contact with terrorists and hostile regimes.
