There Is Little the President Can Do to End State Sanctions on Iran

So why is he writing letters to governors?

Nearly half the states in the union have adopted their own economic sanctions on Iran, which they are explicitly permitted to do by Congress’s 2010 Comprehensive Iran Sanctions, Accountability, and Divestment Act (CISADA). The Obama administration is now sending letters to all 50 governors asking them to undo any such sanctions.
