In the late 1970s and early 1980s, it was the Palestine Liberation Organization (PLO), rather than Hizballah, that was using southern Lebanon as a base of operations to rain rockets on Israeli communities, conduct cross-border attacks, and plan assassinations of Israelis in Europe. In 1982, the IDF responded by launching the First Lebanon War.
